Message from President of the National Assembly
of Lao People’s Democratic Republic and President of
ASEAN Inter-Parliamentary Organization (AIPO)

With honor and profound pleasure, on behalf of the President of the National Assembly of Lao PDR and President of ASEAN Inter-Parliamentary Organization, allow me to extend my very warm welcome to His Royal Highness, Excellencies, Honorable Delegates, Special Observers and Observer delegations, heading to Vientiane, the Capital of Lao PDR to attend the 26th AIPO General Assembly from 18-23rd September 2005.

Since this is the first-ever experience for the Lao National Assembly to host such an important event, the AIPO National Group of Lao PDR is ready to work together with our AIPO Members on crucial issues of our organization’s mandate as representative body of

ASEAN family. We have firm expectation of good cooperation from all participants in a bid to harvest the best possible outcome of our four days of sitting.

The ASEAN Inter-Parliamentary Organization (AIPO) is an Inter-Parliamentary Organization that comprises member countries and special observer countries in the South East Asia. AIPO was formally founded in 1977 with the cooperation among member of ASEAN parliaments. At present, the AIPO has been adhered to by parliaments of 8 ASEAN Member countries namely: Cambodia, Indonesia, Malaysia, Philippines, Singapore, Thailand, Vietnam, and Lao People’s Democratic Republic. Brunei Darussalam and Union of Myanmar have joined AIPO as special observers.

The AIPO General Assembly has become important milestone along the path of cooperation among ASEAN nations in promoting peace, security, cooperation and development. With cooperation among AIPO member countries, we will reach the ASEAN’s goals; aimed at promoting economic, social, and cultural development, together with sustaining the regional political and economic stability.

During this 26th AIPO General Assembly, the members of Lao National Assembly and I profoundly anticipate that all member countries will place more emphasis on the issues that directly involve with our people; the future of ASEAN as well as the solutions to poverty for our ASEAN people.

In this 26th AIPO General Assembly, Australia, Canada, People’s Republic of China, Japan, Korea, New Zealand, Papua New Guinea, Russian Federation, and the European Parliament will participate as observers who together with AIPO will shape better cooperative relations for our common cause.

We do hope that the outcome of this Assembly will create extensive communication, co-ordination, cooperation, and conciliation in finding the most appropriate and accurate solutions to the problems that ASEAN community is facing at present and in the future.

With that conviction, I have the honor to invite AIPO Members, Special Observers, Observers and Guests to come to our Vientiane Capital for attending the 26th AIPO General Assembly.

Samane VIGNAKET
President of the Lao National Assembly, President of AIPO
