The second session of the National Assembly (NA) yields good success The second session of the National Assembly (Sixth Legislature), which lasted for 15 days, achieved good success, said Mr Thongteun Sayasen, Member of the NA Standing Committee, Head of the NA Office and NA spokesman at the press conference held here afternoon, 27 December at the NA, Vientiane Capital. NA members worked actively as people’s representative, enhancing democracy to express debates on national fundamental issues. Thanks to their efforts, three new laws were adopted such as Law on Commercial Banks, Law on Protection of Children’s Rights and Interests and Law on Value-Added Tax (VAT). In addition, some Articles of three promulgated laws such as Law on State Budget, Law on Labour and Law on Court’s Fees were amended, he said. Mr Thongteun informed that the session heard opinions on the government‘s report on the implementation of the rural development programme connecting with poverty eradication and comments on the report of the People’s Supreme Court on considering judgments of people’s courts. It also heard the report of the Public Prosecutor Office on monitoring and inspecting the law enforcement in state and social organisations and public. Moreover, the event deliberated and expressed comments on the NA monitoring and inspection project for the last six months of the fiscal year of 2006-2007 and authorized the NA Standing Committee to improve and supervise its implementation. The outstanding atmosphere in the NA second session is that the debates, deliberation and adoption of the laws reached new quality, emphasizing on comments regarding main and basic policies and principles. Therefore, time for consideration and adoption of the laws is shorter than before. Drafting the laws for consideration in meetings is detailed and complete. Some relevant ministers and heads of organisations answered clearly to the questions asked by NA members. This has made the session atmosphere to be understandable, showing concerns of NA members on the setting up and implementation of the rural development and poverty eradication programme as well as the people’s court judgments and Public Prosecutor Office’s monitoring and inspection of the Constitution and law enforcement. During the second session, the NA received proposals and comments directly from public, officials as well as people from all walks of life via the telephone hotline. They made phone calls to express their concerns on improvement of the state and social management with the aim of making it to be strong and just. In the end of the press conference, Mr Thongteun expressed thanks for useful proposals and comments and promised to forward them to the relevant organisations for further properly considering and solving. Thanks were also expressed to the mass media for closely following and disseminating news of the second session and its result.
