President of the National Assembly of the Lao PDR

At the Closing of the 3^rd Ordinary Session

Of the National Assembly, VIth Legislature

03 July 2007-

- Excellency Mr. Choummaly Saiyasone,

  General Secretary of the Lao People’s Revolutionary 

  Party and President of the Lao PDR,

- Respected Politburo Members,

- Honorable Members of the National Assembly,

- Distinguished Guests,

After 16 days of discussions and consideration with high degree of ownership and responsibility of all National Assembly Members and representatives of relevant State Organizations at central level, the 3^rd Ordinary Session of the National Assembly’s VIth Legislature has come to its conclusion with a great success according to its set objectives and goals.

The success of this session in general forms part of the realization of the resolution of the VIIIth Party Congress by the National Assembly , in particular the translation of resolution of the IVth Plenary Meeting of the Party Central Committee into Law and regulation aiming to make our country a state ruled by Law, owned by the people and for the well-being of the people, a strong state with social justice and, democracy and civilization.

Ladies and Gentlemen,

Our success during this session includes comments on various reports of the Government, the People’s Supreme Court, the Supreme Public Prosecutor Office, report of the activities of the National Assembly, the session adopted 3 newly draft laws such as:

-          Law on the People’s Security Force

-          Law on State Auditing  and

-          Law on State Inspection 

In addition, the session adopted amendments to two currently enacted laws, such as:

-          Law on Accounting and

-          Law on Education

The session also adopted:

-          Socio-economic Development Plan for FY 2007-2008,

-          Final Assessment Report on the State Budget of FY 2005-2006, the implementation of State Budget of FY 2006-2007 and the State Budget Plan of FY 2007-2008

-          Nominations of a number of Ministerial posts

During the conduct of this session, members of the National Assembly have actively fulfilled their political responsibility by making both intellectual and physical efforts in scrutinizing, commenting and addressing questions to Ministers concerned, President of the People’s Supreme Court and Supreme Public Prosecutor in a democratic and frank manner. All the subjects adopted by this session are the result of opinion unanimity and political responsibility of the members which form a great success for this session.

On behalf of the National Assembly, I would like to express our heartfelt gratitude to H.E. Mr. Choummaly Saiyasone, General Secretary of the Party, President of the Lao PDR and my fellow Politburo members for their active attendance and guidance given to this session.

My congratulations also go to Ministers, Vice-Ministers, President of the People’s Supreme Court, Supreme Public Prosecutor, representatives of Party and State Organs, representatives of Mass Organizations, Senior Citizens and Business Community for their attention given to this session. Especially, for provision of clarification on questions raised by National Assembly Members, the part that presents a great contribution to the achievement of this session.

May I express my sincere congratulation and thanks to all National Assembly Members, members of sub-committees, experts and officials from line agencies and the National Assembly, media community, security forces and all other sectors for their contribution in making intellectual and physical efforts to assure the success of this cession.  

Last but not least, I would like to thank all the Lao People nation-wide for their interest in observing this Session through mass media and for their suggestions and comments made through our direct telephone line.

Ladies and Gentlemen,

All the subjects adopted by this session are of high significance, especially those laws that serves as important instrument for the management of the state and the society, ensuring justice in the entire society under the rule of law.

To ensure fruitful materialization of subjects adopted, I would like to request all party and state organs, mass organizations, administration at all levels, sectors and civil society to extend their cooperation in creating enabling environment for the National Assembly Members to strengthen their people’s representative mandate entrusted upon them by the nation and the people. Special attention should be on encouraging officials and citizens under their respective jurisdiction to take part in law awareness campaigns and to strictly abide by the laws.

I invite the entire Lao people of all social strata, ethnic, gender and age attachments to strengthen the tradition of patriotism and ownership over the country, solidarity and diligence for the purpose of national development and safeguard through the promotion of respect and observance for the constitution and laws and the implementation of Socio-economic development plan.  

I appeal to all friendly nations and international organizations to extend their support to the Lao PDR in its endeavor for national development in general, in particular, to the national Assembly in fulfilling it mandate. 

In conclusion, I would like to extend my best wishes to all party and state leadership, officials, soldiers, police men, the people of all ethnic groups nation-wide and, the members of the Nationals Assembly for good health, happiness, prosperity and every success in life and duties.  

On this auspicious occasion, I declare the 3^rd Session of the National Assembly’s VIth Legislature closed.
