Debate on the amended draft Forest Law ends

 

 The debate on the amended draft Forest Law in the second day of the fourth ordinary session of the National Assembly (sixth legislature) was on full swing and in the morning session, 6 November, the debate with views, which supported and requested clarification and addition to some articles, ended.

            Mr Thongsing Thammavong, President of the National Assembly presented the conclusive report, informing about the main points and some focuses with the aim of making this law more concise.    

NA members were interested in the issue of the logging units which, according to Article 44 of the draft law, is stipulated as state organisation. However, under the condition of the market-oriented mechanism, which is related to a number of factors, including staffing, the provision of vehicles, machinery, expertise, and finance, among others, these have laid a foundation for the determination of Article 45 of the draft law. What should be identified as the standard and norms for the verification? For the purpose, a Prime Minister’s Decree should be issued for the identification, said the report.
The NA members also expressed concern over the movement of wood and forest produces. Strict inspection is thus necessary while the transportation of all kinds of wood should be tagged by official documents, export checkpoints transport routes, weight and time of the movement identified.
Forest inspection, the delegates have presented to various sectors to participate in forest inspection practice.

The rights on land rental approval concession, the forestry land concession, the delegates have also presented the district should involve in the agreement. There are various issues that the deputies have paid attention such as the conservation forests, the authorisation of local people to use woods in the forests, the development of forests. In addition, the NA members have proposed to add some strictly measures to ban in fire forests, which this measure would punish to violators. (Source: KPL News)
